Summary

The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Hershel "Woody" Williams Veterans Affairs Medical Center (HWW VAMC) in Mental Health Service Line. The primary purpose of the serve as the Program Analyst for the Substance Use Disorder Domiciliary within Mental Health Service.

Responsibilities

The Program Analyst duties may include but are not limited to the following:

* Plan and conduct analyses of organizational elements including such functions such as overtime cost, logistical support, office and field space, telecommunications requirements, word processing systems, duplicating equipment, and work distribution; * Review program data, workload reports, and staffing requests to help ensure that organization positions are funded properly, and that acceptable grade and staffing levels are maintained; * Direct responsibility for coordinating and monitoring program clinics, working with providers and service staff to update when needed; * Analyze current data management procedures and practices to determine how effectively current goals are being met and how services could be improved; * Establish and maintain the Domiciliary administrative procedures; * Execution of HR administrative management responsibilities pertaining to recruitment, selection, promotion, awards, and training activities to help ensure compatibility with staffing plans, personnel ceilings, and funding levels within the SUD-DOM program; * Serve as the primary Automated Data Package Application Coordinator (ADPAC) for SUD-DOM providing administrative, technical, analytical, and Automated Data Processing (ADP) support; * Support the Administrative Officer with service operations, duties may include managing group rooms, maintaining service SharePoint, updating policy and standard operating procedures, collecting statistical data, workload and data validation and other day to day service/program level duties; * Monitor and track obligations and expenditures throughout the budget execution phase; * Manages the overall supply needs, services and material requirements for the domiciliary; * Other duties as assigned.

Promotion Potential:

The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/04/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

* Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan and conduct analyses of organizational elements, Review program data, workload reports, and staffing requests to help ensure that organization positions are funded properly, knowledge of Automated Data package Application Coordinator (ADPAC). Experience in SharePoint, updating policy and standard operating procedures, collecting statistical data, workload and data validation and other day to day service/program level duties. Experience in taking minutes, travel requests, answering routine questions and needs of staff/patients. . OR, * Education GS-07: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have One full year of graduate level education or Superior academic achievement . OR, * Combination GS-07: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Undergraduate education and experience may be used to meet total qualification requirements for the grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for the GS-07 grade level. * Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: One year of specialized experience, equivalent to the GS-07 level, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and this experience is typically in or related to this position to be filled. This experience must be clearly identified in your resume. Specialized experience at this grade level is more complex than the GS-07, which includes but is not limited to: Plan and conduct analyses of organizational elements, Review program data, workload reports, and staffing requests to help ensure that organization positions are funded properly, knowledge of Automated Data package Application Coordinator (ADPAC). Experience in SharePoint, updating policy and standard operating procedures, collecting statistical data, workload and data validation and other day to day service/program level duties. Experience in taking minutes, travel requests, answering routine questions and needs of staff/patients. OR, * Education GS-09: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A master's or equivalent degree or two full years of progressively higher-level graduate education leading to such a degree. OR, * Combination GS-09: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Only related graduate education in excess of one year may be combined with specialized experience for this grade level.
