Summary

This position is for a File Clerk in Community Care at the Huntington VA Medical Center.

This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be:

      Duties

      Major duties and responsibilities of this position include, but are not limited to, the following:
      • Carrying out a variety of health information functions to include performing duties related to the receipt, scanning, indexing, and destruction of health and administrative information.
      • Interfacing with a variety of computer applications in order to scan and index documents into patient records.
      • Communicating with administrative and clinical team members in order to coordinate transfers, record follow-up, and record scanning and indexing.
      • Maintaining accuracy and timeliness of duties for the availability of information in patient care.
      • Sorting loose health record documents received daily, scan and indexes materials accordingly on a timely basis and within established guidelines.
      • Making proper disposition of documents for unavailable records. Work Schedule: Monday to Friday, 08:00 AM to 04:30 PM.

        Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

          To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/07/2023.

          Time-In-Grade Requirement: There is in Time-In-Grade requirement at this grade level.

          You may qualify based on your experience and/or education as described below:
          • General Experience: You must have one year of general experience in progressively responsible clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position. OR,
          • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (2) full years of education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR,
          • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of experience and education beyond high school. Determination is made by calculating the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; then adding the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. You will be rated on the following Competencies for this position:

            • Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

              Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

              Physical Requirements: The work is mostly sedentary; however, some bending stretching, walking, and lifting are required.

              Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
